Rahmatullah Buriro
The insensitivity of our society is that wherever the best of the best is considered responsible, that character is also made a target of unnecessary criticism and unnecessary criticism. If you don’t believe it, observe the history of Sindh a century ago. The record of the social responsibilities of the society, from those who have fulfilled them to the government and administrative history, is in front of everyone. Study it and see who has worked, who has tried to fulfill his role and responsibility better than anyone else, only he has become a target of history. The character we are bringing forward here today is also a provincial minister associated with two ministries of the Sindh cabinet. His political introduction is not such a big waste. Although he may not have played such a big role in historical and political terms, when we look at his public representative role and the list of ministers’ performance in the provincial cabinet and analyze it, Haji Ali Hassan Zardari, while maintaining his simple nature and poor-looking style, emerges as a dynamic and active minister in the Sindh cabinet. In Sindh, where the performance of institutions has always been on the mark, and especially from the Ministry of Prisons to the Ministry of Roads and Works and Services, then we can sit and criticize him with our eyes closed. While overseeing these ministries, this simple-minded provincial minister Haji Ali Hassan Zardari has shown good work and good performance in a short time, which would not be wrong to say that it is exemplary in the past three decades. The rest of this insensitive society and useless politicians and critics have been criticizing and will continue to do so. Therefore, today we will write about the performance of Haji Ali Hassan Zardari, the minister in charge of two provincial ministries from the provincial cabinet of the Sindh government. What administrative and constructive work has he done in the institutions in a short period of time, and what work has he done for the betterment of the institutions? Let us take a look at the laws and regulations in an observational and analytical way. In the political and administrative history of Sindh, there have been many ministers who held ministerial positions but their performance could not provide any significant benefit to the people. In this context, if we examine the performance of the dynamic minister of the Sindh cabinet, Ali Hassan Zardari, in his ministries, it is clear that he has tried to make the ministry not just a formal chair but a source of public service.
The direction of change in prisons. The condition of Sindh’s prisons has always been a cause for concern: cramped space, inhumane conditions and administrative failure. Ali Hassan Zardari has brought at least fundamental changes in prisons, such as installing modern CCTV cameras for surveillance, starting education and technical training programs for prisoners, and improving health facilities compared to before. These steps are not only beneficial for the betterment of the prisoners but also for the society, because if a person released from prison becomes employable, he will not return to crime again.
Reforms in Works and Services.
The Works and Services Department in Sindh has always been notorious for the arbitrariness of contractors and the negligence of workers. But after Ali Hassan Zardari came to the ministries, some changes have been felt. Many pending planning works have been completed, quality was paid attention to in new roads, bridges and government buildings, and progress has been made in setting up digital monitoring for transparency. If this trend continues, public confidence in the government can increase.
Corporate governance and institutional negligence. The biggest disease of Sindh is “slow corporate governance”, which stands in the way of every reform. Ali Hassan Zardari’s strategy has been to make officers accountable and take strict action against absentee staff. However, this journey is not yet complete. There is a need to ensure that promotions and postings of employees are based on their performance and that “zero tolerance” for corruption is adopted. Suggestions for the future. Social rehabilitation program: Psychological support and social rehabilitation centers should be established for prisoners in prisons.
Institutional autonomy:
Financial and institutional autonomy should be increased in the works and services sector so that every work does not depend on political approval. Public monitoring: It would be better if civil society and the media were also made a part of the monitoring in development projects. Performance reporting: Every three months, the ministry should issue a public report on what work has been done and what is planned. Ali Hassan Zardari’s one and a half year performance has proven that if the minister works seriously, even weak and corrupt institutions can be improved. Under his guidance, improvements in prisons and progress in works and services are promising for the people. Now the real test is whether he will be able to completely cut off the powerful roots of the Kamura dynasty or not. If he continues his hard work, transparency and accountability, in the coming years his name will be counted among those ministers who have given a new direction not only to the ministry but also to the institutions. Based on this performance, it will also be on record that the program that the PPP has put in its Vision is being implemented. At present, the idea that the Chairman of the PPP Bilawal Bhutto Zardari and the President of Pakistan Asif Ali Zardari have given is to improve the performance of the institutions by believing in public service so that public grievances can be resolved easily. In this regard, the very simple-minded Minister Ali Hassan Zardari is an example in the provincial cabinet of the PPP. Even though this Minister Ali Hassan Zardari, who is responsible for social media, YouTubers, print media and electronic media, has been on the mark in the entire cabinet. If the target of criticism is the Sindh government and the Chief Minister of Sindh, then there is no reason for it. And they will definitely mention the provincial minister Ali Hassan Zardari negatively. Wherever there is a critical mention of the country’s President Asif Ali Zardari and the central leader of the PPP, Madam Faryal Talpur, there will be unjustified and unnecessary references and targets on Ali Hassan Zardari or his ministries. According to some sources, even some ministers cannot tolerate the ministries of Haji Ali Hassan Zardari. Despite their great efforts, they have failed so much that they cannot tolerate even a single Zardari minister in the provincial cabinet!! From the anti-PPP and anti-government to the anti-Ali Hassan Zardari himself in his place. We write here with the hope that people will stand clear and straightforward in their intentions, thoughts and principles, and history will give its own answer to the critical people and the vain talkers.
